Will Illinois Have Rolling Blackouts? What ComEd's 'Critical Level' Alerts Mean (2026)
Last week my phone started buzzing with the same question from three different directions: "ComEd just told us the grid is at a critical level — are we about to get blackouts?"
Fair question. Starting July 1, ComEd sent urgent alerts to customers on Chicago's West Side and in several west and southwest suburbs — and later the Joliet area — saying demand on the local grid had hit a "critical level" and asking people to cut electricity use immediately. When the biggest utility in the state uses the word "critical" during a 95-degree stretch, people notice.
Here's the honest answer, because I think Illinois homeowners deserve better than either "everything's fine" or fear-bait: no outages actually happened, full rolling blackouts remain unlikely this summer — and the system still has less slack in it than at any point I've seen in my years selling solar here. All three of those things are true at once.
What actually happened during the heat wave
The alerts were real, but read them carefully. ComEd's warnings covered specific areas — not its whole territory. Demand on the local equipment serving those neighborhoods, the transformers and distribution lines, was approaching what that hardware can safely carry in extreme heat. Asking customers to conserve was ComEd managing stress on local wires before something failed.
That's a very different animal from the thing people picture when they hear "blackout risk." A rolling blackout is a deliberate, last-resort move ordered by the regional grid operator — PJM up north for ComEd, MISO downstate for Ameren Illinois — when total generation can't meet total demand across the region. Operators cut blocks of customers in rotation to keep the whole grid from collapsing.
Illinois hasn't had one. And nothing that happened in early July was that. WGN and CBS Chicago both confirmed no customers lost service during the alerts.
So how close are we, really?
Closer than we were five years ago. Not as close as the headlines suggest.
NERC — the organization that grades grid reliability across North America — published its 2026 Summer Reliability Assessment before the season started. MISO, which covers Ameren's central and southern Illinois territory, came in with reserve margins above its 12% reference level. PJM entered the summer with adequate reserves too. Translation: on paper, both regions have enough power for a normal summer peak, with cushion.
The catch is in NERC's longer-term outlook, which flags both MISO and PJM as elevated-risk regions later this decade. Demand from data centers is growing faster than new generation is being built, and older plants keep retiring. The cushion shrinks a little every year. My take: the risk this summer isn't the grid operator turning your power off on purpose — it's a heat-stressed transformer in your neighborhood giving out at 4 PM on the hottest day of the year. Localized equipment failures are the realistic threat, and they're exactly what those conserve alerts were trying to prevent.
You're already paying for the tight grid
Here's the part that connects to your bill. A tighter system costs more to keep reliable, and that cost showed up on June 1.
Record prices in the capacity auctions — the market where utilities reserve backup power for peak days — pushed Ameren's summer supply rate to 11.326¢ per kWh, about 39% higher than summer 2024. ComEd's summer rate sits at 10.399¢, and the utility estimates customers pay roughly 12% more on average from June 2026 through May 2027. All-in, you're looking at approximately 20¢ per kWh in Ameren territory and 17¢ in ComEd's once delivery and fees stack on. I broke down why Ameren bills keep climbing if you want the full mechanics.
Grid strain and rate pain are the same story. The scarcity that triggers conserve alerts is the scarcity you're billed for.
What you can actually control
When a conserve alert hits your area, take it seriously — it's protecting the equipment that keeps your lights on. Bump the thermostat a couple degrees, close blinds on the sun side, push laundry and dishes to after 7 PM. Small stuff, but it's the point of the alert.
Longer term, the honest options are two. You can hope the grid build-out catches up with demand — and Illinois is working on it, but new generation takes years. Or you can make your home less dependent on the grid's worst days. One thing solar alone won't do: run your house during an outage. Grid-tied panels shut off automatically when the grid goes down — a safety rule, no exceptions — so the battery is what turns solar into backup power.
